Citations

Frank Valentino

(Beverly Hills) - The Board issued an administrative citation that included a $500 civil penalty to Frank Valentino, an unlicensed individual, dba Park Lane Design Group, for an alleged violation of BPC section 5536(a) (Practice Without License or Holding Self Out as Architect). This action alleged that Valentino put out business cards stating "Park Lane Design Group," "Frank Valentino." and "Owner Architect." The citation became effective on September 19, 2006.

Sylvia Vega

(Harbor City) - The Board issued an administrative citation that included a $1,000 civil penalty to Sylvia Vega, an unlicensed individual, for alleged violations of BPC section 5536(a) (Practice Without License or Holding Self Out as Architect). The action alleged that Vega signed a proposal to provide "Architectural Design." In addition, Vega's title block on the construction documents included the word "Architecture." Vega paid the civil penalty satisfying the citation. The citation became effective on August 6, 2007.

John Jerome Von Szeliski

(Costa Mesa) - The Board issued an administrative citation that included a $500 civil penalty to John Jerome Von Szeliski, architect license number C-9848, for an alleged violation of BPC section 5584 (Negligence). The action alleged that Von Szeliski's construction documents for a performing arts center contained deficiencies. Von Szeliski paid the civil penalty satisfying the citation. The citation became effective on August 29, 2006.

Ronald Lee Wehenkel

(Costa Mesa) - The Board issued an administrative citation that included a $500 civil penalty to Ronald Lee Wehenkel, architect license number C-25345, for alleged violations of BPC sections 5536.22(a) (Written Contract) and 5584 (Negligence). The action alleged that Wehenkel failed to include statutorily required language in a written contract, complete the work, obtain a building permit, and maintain records for the project. Wehenkel paid the civil penalty satisfying the citation. The citation became effective on August 10, 2007.

Jerry L. Whitney

(Monterey) - The Board issued an administrative citation that included a $500 civil penalty to Jerry L. Whitney, an unlicensed individual for a violation of Business and Professions Code section 5536(a) (Practice Without License or Holding Self Out as Architect). This action was taken based on evidence that Whitney executed a written agreement to provide "architectural services." The agreement contained the term "architecture" throughout. The citation became effective on August 24, 2004.

Tommie Williams

(Rancho Cordova) - The Board issued an administrative citation that included a $500 civil penalty to Tommie Williams, an unlicensed individual, for an alleged violation of BPC section 5536(a) (Practice Without License or Holding Self Out as Architect). The action alleged that Williams signed a contract to remodel a residence. The contract included Mr. Williams’ letterhead, which stated “Williams Architectural Designs.” The citation became effective on February 11, 2008.

Dani Yaminksky

(Encino) - The Board issued an administrative citation that included a $5,000 civil penalty to Dani Yaminzky, an unlicensed individual, for alleged violations of BPC section 5536(a) (Practice Without License or Holding Self Out as Architect). The action alleged that Yaminzky's company, Accurate Builders, Inc., was listed on the Internet under the "Engineer-Architect" heading on Allpages.com/encino. In addition, Yaminzky's company mailed out an advertisement flyer, which stated that they provide "Architect Design" and that they have "Architects on Site." The citation became effective on August 29, 2007.

Chien Yeh

(Covina) - The Board issued an administrative citation that included a $500 civil penalty to Chien Yeh, architect license number C-22638, for violations of BPC sections 5536(a) and (b) (Practice Without License or Holding Self Out as Architect). Yeh's license expired on March 31, 2001 and was not renewed. The action was taken based on evidence that while Yeh's license was expired, he submitted plans to the building department which included a stamp that read "LICENSED ARCHITECT," "CHIEN YEH," "C-22638," "RENEWAL DATE 3-31-2005," and the legend "STATE OF CALIFORNIA." The plans also contained a title block which stated "CHIEN YEH ARCHITECT." The citation became effective on January 31, 2005.

Alan Wah Jing Young

(San Leandro) - The Board issued an administrative citation that included a $1,500 civil penalty to Alan Wah Jing Young, an unlicensed individual, for violations of BPC sections 5536(a) and (b) (Practice Without License or Holding Self Out as Architect) and 5536.1(c) (Unauthorized Practice). This action was taken based on evidence that Young prepared and affixed a stamp on plans for a project, which was a commercial structure, he put out a business card with his name and used the term "Architectural," and he advertised in the Smart Yellow Pages under the Architects heading. Young paid the civil penalty satisfying the citation. The citation became effective on June 17, 2005.

Administrative Actions

Philip Gordon Wire

(Woodside) - Effective January 5, 1999, Philip Gordon Wire's Application for Re-examination for the Architect Registration Examination was denied after the Board adopted a Proposed Decision ordering denial. The decision was based on Mr. Wire's criminal conviction in June 1995 of engaging in the unlicensed practice of architecture. The facts underlying the conviction were that in April and May 1994, as an unlicensed individual, Mr. Wire submitted sets of plans to the City of Cupertino which included a stamp containing his name, the title "Architect," his signature, the words "Registered Professional Architect, State of California," and a fictitious license number. During the course of these projects, Mr. Wire identified himself as the architect on the projects to the local building officials. An additional ground for denial was Mr. Wire's failure to pay a $500 civil penalty which arose out of a citation which had been issued in October 1993 by the Board against Mr. Wire in a separate incident of engaging in the unlicensed practice of architecture.

John S. Ybarra

(San Diego) - Effective February 13, 2004, John S. Ybarra's architect license, #C-25498, was revoked, after the Board adopted a Proposed Default Decision. An Accusation was filed against Mr. Ybarra for a violation of Business and Professions Code section 5577 (Conviction of Certain Crimes). The Accusation was based on Mr. Ybarra's felony conviction of a violation of Penal Code section 288(c)(1), committing a lewd act.
