Poway—The Board issued a one-count citation that included a $1,500 administrative fine to Fred Fucheng Qin, dba QE Construction, Inc., an unlicensed individual, for an alleged violation of Business and Professions Code section 5536(a) (Practice Without License or Holding Self Out as Architect). The action alleged that Qin’s advertisements in the March and April 2015 issues of We Chinese in America Magazine contained the words "加州建築師執照" ("California Architect License") in Chinese next to the words "California Contractor License" in English. On September 30, 2014, and December 30, 2014, the Board had previously advised Qin of the laws regulating the practice of architecture and cautioned him that any future complaints of a similar nature, if substantiated, will be pursued to the full extent of the law and can result in the issuance of a citation. Qin paid the fine, satisfying the citation. The citation became final on April 7, 2017.
